Dr. Francois received his Ph.D. in Political Science from Georgia State University in 2019 under the supervision of Dr. Carrie Manning, Dr. Charles Hankla, Dr. Sean Richey and Dr. Jeffrey R. Young. His dissertation, entitled “Understanding the Dearth of Contacts between Citizens and their Members of Parliaments in Africa,”
