
Zuri Linetsky
I am a researcher with 8 years of experience in field research, research methods, monitoring and evaluation, methodological and technical training, qualitative and quantitative data collection and analysis, team leadership, and project, and budget management. As the Research Fellow at EGF I work on issues related to American grand strategy, the use of force in American foreign policy, and security in Asia. Prior to joining EGF I served as Director of DevTech’s Monitoring, Evaluation, Research, and Learning practice, where I ensured the successful performance of existing projects as well as the expansion of DevTech's overall M&E portfolio. I oversee project management, technical assignments, business development, and staff, including senior technical experts, M&E officers, and consultants. As Chief of Party for DevTech's M&E platform in Nigeria, I led the program to assist USAID/Nigeria in evaluating programmatic assumptions and provided a better understanding of Nigeria’s operational context via ongoing data collection across Nigeria's 36 states and the Federal Capital Region. I led and managed a team of 15 experts in conducting evaluations, assessments, field-based monitoring (FBM), and data quality assurance (DQA) across a portfolio that included health, nutrition, family planning, education, countering violent extremism, and democracy, human rights, and governance (DRG). I have led and coordinated data collection teams for 13 discrete USAID, State Department and Department of Defense evaluations including a Political Economy Analysis of the Rohingya Crisis for USAID/Bangladesh; an evaluation of USAID/OTI work reintegrating defectors from Boko Haram; a survey of the 3 most Boko Haram-affected states in northeast Nigeria for USAID/OTI; a water sector performance evaluation for USAID/Bureau for the Middle East; and served as Team Leader on a performance evaluation of USAID/Kosovo programming on property rights and gender. I have experience using a variety of methodologies and statistical software, e.g., Stata, SPSS, R Statistical software, MAXQDA and Dedoose.
